Report urges Kenya to ban plastic bags

South Auckland Tyndale Park Christian School have been asking parents of the pupils for permission to administer corporal punishment. The parents are informed that corporal punishment is illegal in New Zealand schools but it quotes the Bible “we ought to serve God rather than men”. Strapping children has been illegal since 1989.

“When this law was changed. . . exceptions were not given based on whether a school believed it was serving ‘God rather than men’. The Education Ministry should investigate allegations that trustees and staff at an Auckland school have sought permission from parents to strap children. It appears to me the school is deliberately breaking the law,” Green Party Member (MP), Sue Bradford, said.

Today the New Zealand Herald reported that they had obtained documents that outline the school’s “corporal correction” policy. The policy states that the strap must be given on the hand after consultation with another staff member and while that staff member is present. The child will then either be spoken to, prayed with or both.

Bradford said: “A full investigation was needed to ascertain whether any students at the school had been assaulted.”

Tyndale Park Christian School is a private Christian school that caters for students ranging from Year 1 to Year 13. The costs range from NZ$708-$1070 per term.

Jan Brinkham, school manager, said: “Our enrollment policy is between the parents who enroll children here and ourselves. We are not a state school; we are not bound by a particular enrollment policy,” but declined to talk or comment to the New Zealand Herald about the schools corporal punishment. “This is between the parents that enrol their children at our school and that is where the buck stops. It’s got nothing to do with anyone else except our parents,” he added.

The Education Review Office (ERO) and the Ministry of Education said that they were unaware of the policy and that private schools are not legally obliged to produce documents to government bodies.

ERO last year said in a report: “The school manager should ensure that parents are clearly informed that the school administers no corporal punishment.”

Charlene Scotti, ERO area manger of review services said: “Some schools had policies to call parents in for cases where corporal punishment was required, but were careful not to include staff in punishing students.”

Bruce Adin, Ministry of Education northern regional manager, said: “The legality of the Tyndale Park document was unclear, but if school staff strapped a student it would be illegal.”

“Corporal punishment in schools was made illegal years ago because it was considered to be brutal and unnecessary,” Bradford said.

Susan G. Komen for the Cure has stopped funding breast cancer screening and educational programming on breast health run by fellow US-charity Planned Parenthood and its affiliates. The Komen institute cites an ongoing investigation, while Planned Parenthood blame political pressures.

Planned Parenthood received nearly $700,000 from the Komen Foundation last year alone. In the last five years, the funding from the foundation has granted 170,000 women breast exams.

Leslie Aun, a spokesperson for the Komen Foundation, said the organization adopted a new rule that does not allow grants or funding to be awarded to organizations that are under legal investigation. Komen’s policy disqualified Planned Parenthood due to a pending investigation on how Planned Parenthood spends and reports its money that is being conducted by Representative Cliff Stearns. Stearns is investigating whether taxes are used to fund abortions through Planned Parenthood in his role as chairman of the Oversight and Investigations Subcommittee, which is under the umbrella of the House Energy and Commerce Committee.

“While it is regrettable when changes in priorities and policies affect any of our grantees, such as a longstanding partner like Planned Parenthood, we must continue to evolve to best meet the needs of the women we serve and most fully advance our mission,” Aun said.

Cecile Richards, president of Planned Parenthood, said, “While this is deeply disturbing and disappointing, we want to assure women who rely on Planned Parenthood for breast care that we’re still here for them, and we always will be. The new fund we’re launching to support these services will ensure that the Komen Foundation’s decision doesn’t jeopardize women’s health.”

On Friday, the Delhi High Court restored a trial over claims of copyright infringement from photocopying of study materials for Delhi University (DU) course packs.

The charges of violation of copyright by DU’s Rameshwari Photocopy Service was dismissed by justice Rajiv Sahan Endlaw in September saying there is no copyright infringement. But the bench of justice Pradeep Nandrajog and Yogesh Khanna said the case raises a “triable issue”.

The bench restored the case, meanwhile still allowing the Rameshwari Photocopy Service to sell course packs containing copyrighted material of the publications of claimants Oxford University Press, Cambridge University Press, and Taylor and Francis. The shop has been asked to report to the court every six months on what and how many course packs it photocopies and distributes.

The owner of the photocopy service shop, Dharam Pal Singh, said there was no reason for preparation of a course pack beyond the curriculum. He said the course pack had only readings the professors require or recommend; only important sections of the published books were photocopied.

“We declare that the law in India would not warrant an approach to answer the question by looking at whether the course pack has become a textbook, but by considering whether the inclusion of the copyrighted work in the course pack was justified by the purpose of the course pack”, the bench said.

Dharam Pal said the students needed course packs because some books are limited by “availability, price and circulation”. He said they are preserving data of some books last published more than half a century ago, and that some of the books cost more than ? 2000.

The High Court said it needs “expert evidence” to judge whether it is copyright violation or, as judge Sahani ruled, a fair use.

The case of copyright infringement was filled in the court in 2012. In September, Justice Endlaw said that, according to Section 52 of the Copyright Act, this instructional use did not amount to copyright infringement. He said, “Copyright, specially in literary works, is thus not an inevitable, divine, or natural right that confers on authors the absolute ownership of their creations.” Endlaw added, “Copyright is intended to increase and not to impede the harvest of knowledge. It is intended to motivate the creative activity of authors and inventors in order to benefit the public.”

A conservative Democratic United States senator has agreed to supply the key 60th vote needed for passage of a sweeping health care reform package. If the Senate is able to pass a bill next week, it would be viewed as a major victory for President Obama. But the bill would still need to be reconciled with a health-care reform bill passed last month by the House of Representatives before the president could sign it into law next year.

Preliminary tests performed on samples taken from six villagers in the Kabanjahe District of Sumatra in Indonesia have tested negative for the deadly H5N1 Avian Flu virus.

“Investigations by the ministry of health lab and Namru, too, on August 2 and 3 on all specimens collected from the suspected cases in Kabanjahe district came up negative,” said Indonesia’s health minister, Siti Fadilah Supari.

Final test results are expected in at least seven days from the Center for Disease Control (CDC) in Atlanta, Georgia. “The World Health Organization (WHO) requires human samples to be sent to one of WHO’s six collaborative centres. So, we only need to send them to CDC Atlanta as it has worked with the U.S. NAMRU-2 lab here,” added Supari.

Supari also stated that all individuals are suffering from the “common flu.”

This week, the Public Broadcasting Service aired a NOVA program titled “Dimming the Earth”, which presented research by leading scientists on the complex systems of our global climate and human activity’s effect on it. One of the largest interactions (or “inputs”) humans have with the atmosphere is the ever-increasing use of fossil fuels. Consumption has risen 2% per year for this decade.

Fossil fuels burnt in factories and automobiles send their waste into our atmosphere in two forms. The first is CO2 and other greenhouse gases, which have received substantial attention in the last few years because of the way they trap heat in the atmosphere. The second is the tiny particles of sulfur dioxide, soot and ash, which scientists call aerosols (basically smog). Research into understanding the negative health effects of air pollution has resulted in the development of catalytic converters for cars as well as devices to remove particulate solids from industrial waste before it reaches the air.

More recently, atmospheric scientists have come upon the phenomenon of the reduction of direct sunlight reaching Earth’s surface— observing a nearly a 5% decline between 1960 and 1990, with evidence of a recovery since then. This has been dubbed the “global dimming” effect, and is probably due to the way these aerosols act upon clouds. It is important to realise that this does not represent a net loss of this much sunshine to the climate system – if so, large temperature declines would have been observed. Instead, the sunshine is absorbed elsewhere in the system, with a much smaller net loss.

Clouds form when moisture gathers around airborne particles, such as pollen or dust. Clouds formed by the aerosol particles emitted by fossil fuel consumption are made of many more tiny droplets than “natural” clouds. These smog-created clouds have two notable effects: they shield sunlight from reaching Earth’s surface and, due to water’s reflective nature, the millions of tiny droplets suspended in them reflect light back into space, allowing even less light to reach Earth.

Many scientists now believe that global dimming caused by these pollutants has mitigated the temperature rises brought about by global warming. Over the last thirty years, Earth’s temperature has increased by about 0.5 oC.

In the absence of global dimming, however, the Earth might be 0.3 oC warmer than it currently is, suggesting that a “tug-of-war” exists between greenhouse gases and particulates released by burning fossil fuels. Efforts to mitigate the human health dangers of smog have allowed more heat into our atmosphere and brought about a sharper increase in global warming.

Dr. James E. Hansen, professor at Columbia University and the head of the Goddard Institute for Space Studies [1], believes that if we continue on our current pattern, this warming could be as much as five degrees in the next thirty years and ten to fourteen degrees over the course of the century. Such a temperature rise would devastate life on Earth, likely bringing on a cascade of self-reinforcing warming effects. Earth’s forests drying and burning, a steady thawing of the Greenland and arctic ice sheets, and, most dangerous of all, a release of the methane hydrates that are now frozen at the bottom of the oceans, could remake the planet into something inhospitable to human life. Dr. Hansen warns that, according to his research, man has just 10 years to reduce greenhouse gases before global warming and other responses to human activity by Earth’s climate reach a “tipping point”, becoming unstoppable.
