Arizona bans abortion for genetic abnormalities

On Tuesday, the Governor of the US state of Arizona Doug Ducey signed into law a bill banning abortion if sought solely because of a foetus’ genetic abnormality.

Senate Bill 1457, which stalled twice for criticism by opponents of abortion, passed both chambers of the Republican-controlled Arizona Legislature last week in a party-line vote, amended twice along the way to alleviate concerns by two hesitant Republicans.

The bill makes it a Class 6 felony, the least severe, to seek or perform an abortion “because of a genetic abnormality of the child”, defined as “the presence or presumed presence of an abnormal gene expression in an unborn child”, but not a “severe fetal abnormality” considered “incompatible with life.” Intimidating someone to get an abortion and soliciting or accepting monies to finance an abortion for this purpose has been made a Class 3 felony.

The bill also allows the unborn child’s father or, in case the mother is under 18, a maternal grandparent to sue, as well as including the applicability of state law to “an unborn child at every stage of development”, which Senator Kirsten Engel and Representative Melody Hernandez wrote in a submitted minority report “would open up the potential for prosecutors to charge persons including the pregnant individual whose conduct results in a woman having a miscarriage with murder, manslaughter or child endangerment.”

Other provisions of the bill includes a prohibition on the distribution “via courier, delivery or mail service” of abortion-inducing drugs, a ban on any public educational institution from performing or aiding non-life saving abortion, a ban on the use of public or tax monies paid by the state or students for university research involving foetal remains or somatic cell nuclear transfer, or any state money towards organisations providing abortion care, and requiring all foetal remains to be buried or cremated.

KYMA-DT reported Ducey is an anti-abortion rights governor who ran on the Republican ballot and has never vetoed anti-abortion legislation. In a statement, Duckey said, “[t]here’s immeasurable value in every single life — regardless of genetic makeup […] We will continue to prioritize protecting life in our preborn children, and this legislation goes a long way in protecting real human lives.” The news release, originally published on his website also read, “[w]ith this legislation, Arizona remains among the top pro-life states in the nation.”

Senator Nancy Barto said, according to the release “[w]e need to protect our most vulnerable, especially those with treatable genetic conditions […] They are loved, integral members of our community that make Arizona whole”. Cathi Herrod, president of Center for Arizona Policy said in her own news release, according to the Associated Press “[t]oday, Arizonans win.”

Representative Diego Espinoza wrote in a tweet, “I’m disappointed to see Arizona moving in this direction, ignoring the needs and desires of doctors, women, and families for an extreme political agenda.” Representative and House Democratic Leader Reginald Bolding wrote in a statement “it’s disturbing and wrong that the legislature is not focusing on policies to help [women], and instead is stripping away the fundamental freedom to choose if, when, and how to start or grow a family.”

In a letter shared to a Facebook post, the union United Campus Workers at Arizona State University urged last Saturday to the Arizona Board of Regents, university president Michael M. Crow and University of Arizona president Robert D. Robbins to “immediately speak out against SB 1457”, calling it “a blatant attack on reproductive freedom”.

2012 US presidential election candidates Barack Obama and Mitt Romney took part Monday in their third and final presidential debate at Lynn University in Florida. The topic of the debate was foreign policy and the candidates discussed the Arab Spring, Iran, and Mali, among other issues.

Mr. Obama criticised Mr. Romney’s foreign policy positions as “all over the map”. “Every time you have offered an opinion you have been wrong.” “You said we should have gone into Iraq, despite the fact there were no weapons of mass destruction. You said we should still have troops in Iraq to this day. You said we shouldn’t be passing nuclear treaties with Russia.” Mr. Romney countered saying Mr. Obama had failed to take proper advantage of the Arab Spring: “I congratulate him on taking out Osama bin Laden and going after the leadership of al-Qaeda, but we can’t kill our way out of this mess”.

Mr. Romney said Mr. Obama was proposing military budget cuts. He said “the highest responsibility of the President of the United states … is to maintain the safety of the American people, and I will not cut our military budget by a trillion dollars… That in my view is making our future less certain and less secure”. Mr. Obama accused Mr. Romney of not properly understanding modern defense priorities. “You mention the navy, for example, and that we have fewer ships than we did in 1916. Well Governor, we also have fewer horses and bayonets. Because the nature of the military has changed. We have these things called aircraft carriers, where planes land on them. We have these ships that go underwater, nuclear submarines”.

Well governor, we also have fewer horses and bayonets. Because the nature of the military has changed. We have these things called aircraft carriers, where planes land on them. We have these ships that go underwater, nuclear submarines”.

Mr. Romney criticized his opponent for visiting the Middle East on an “apology tour”, and said he would be tougher with Iran. “I think from the very beginning, one of the challenges we’ve had with Iran is that they have looked at this administration and felt that the administration was not as strong as it needed to be. We’re four years closer to a nuclear Iran and we should not have wasted these four years.” Mr. Obama said he would stand with Israel against Iranian threats but added that the main national security concern was terrorist networks. He said his administration had focused on “those who actually killed us on 9/11” and said that under his leadership, “al-Qaeda’s core leadership has been decimated”. Mr. Romney said northern Mali had been taken over by “al-Qaeda-type individuals” .

Mr. Romney criticized China for “holding down artificially the value of their currency”. He added “on day one, I will label them a currency manipulator, which allows us to apply tariffs where they’re taking jobs.” Mr. Obama countered saying under Mr. Romney’s policy America would be “buying cars from China instead of selling cars to China”.

A poll, taken by CBS straight after the debate, indicated 53% of voters thought Mr. Obama had done better, while only 23% thought Mr. Romney had done better.

Both candidates now have plans for continued campaigning ahead of the election on November 6. Mr. Obama is to travel through Ohio, Florida, Virginia, Iowa, Colorado, and Nevada as well as appearing on The Tonight Show with Jay Leno in a two-day “America Forward Tour”. Mr. Romney is to hold two joint rallies with his vice-presidential candidate Paul Ryan in Nevada and Colorado before going on to campaign in Iowa and Ohio. Mr. Romney’s advisers said he would also consider making a speech on government spending and debt in the next few days.

The first website in the world allowing consumers to buy life insurance online instantly has been launched today, targeting specifically New Zealanders.

The website, run by life insurance company Pinnacle Life, allows New Zealanders in many countries in the world to buy life insurance online without the need for a medical examination. Once the application has been approved, which is done immediately, the consumer can receive a $500,000 life insurance policy via an automatic e-mail. However, if certain conditions have been highlighted, then person to person contact is required to finalise the process.

Ed Saul, senior partner and architect of the new website, says, “We’re giving consumers a quicker and easier way to buy life insurance. Instead of submitting an application form and waiting days for a policy to be approved and issued, we do it online and we do it immediately.”

“The revolutionary website gives consumers complete control over the buying process whilst eliminating the previously obligatory involvement of people and paper. This is a global test case eagerly watched by the insurance industry around the world,” Mr Saul said.

When applying online, a few typical questions are asked on personal information and if the applicant has had any previous illnesses or diseases.

The countries where New Zealand citizens are allowed to apply are UK, Ireland, Canada, Australia, Hong Kong, Singapore and the USA.

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

Two buildings have been damaged in a bombing in Athens, Greece on Thursday. The target was a building owned by an agency that manages state real estate.

Nobody was injured in the blast, but the building’s entrance was damaged. A nearby store and a parked car also sustained damage. The homemade device, which consisted of explosives placed inside a plastic bag and tied to a pole close to the target, damaged the Hellenic Public Real Estate Corporation building.

The area was cordoned off by police after the explosion, which occurred at 9:30 p.m. local time yesterday. Bomb disposal experts checked the area following the explosion, while anti-terrorism officers began their investigation. The building is about 250 yards from the Athens police headquarters, and is also close to the Supreme Court.

No claim of responsibility has yet been made, but the Greek conservative government has been attempting to control left-wing terrorism in recent months. One group, the Revolutionary Struggle, was responsible for a failed car bombing against an Athens Citibank office on February 28, and also bombed a Citibank branch in the city on March 9. Greece has been receiving advice from police in London after the increase in terrorist activity and rioting last year throughout the nation.

Residents in the city of Port Harcourt said that Nigerian troops burnt down hundreds of slum dwellings, allegedly as reprisal after an Army sergeant was killed in Thursday’s abduction of oil workers in the area.

Residents told news agencies that troops poured petrol over slum houses located near a compound belonging to Saipem, a subsidiary of Italian oil company Eni, and set them alight. The fires have reportedly destroyed hundreds of homes and shops and hundreds of people are said to have fled from the area. On Friday, people returning to the area and onlookers were chased away by soldiers.

Speaking to the Associated Press, Army Brigadier General Samuel Salihu denied that Nigerian troops were responsible for the arson. He said that militants active in the area had set the fires, wearing Army camouflage.

On Thursday, oil workers were kidnapped from a bar near the slums by armed men who shot dead an Army soldier guarding the workers, and injured another soldier. Nigerian military sources said at least two foreign oil workers were missing, one of them, Italian. The Italian foreign ministry, though, said that three foreigners were missing.

The oil-rich Niger Delta region has witnessed a spate of kidnappings recently. Nineteen people were held captive in eight separate abductions this month. All but three of them have been released since, some after the state government and the oil companies paid a ransom.

The Movement for the Emancipation of the Niger Delta (MEND), a militant group which has taken hostages and attacked oil facilities, but says it does not kidnap for ransom, said in a statement that it the state government has encouraged such abductions by paying ransoms.

Last week, as part of a tougher line adopted by the Nigerian government, President Obasanjo sent in the Army, with orders to use “force for force” against militants in the region. Over 160 people were taken into custody in a two day crackdown, including over 100 from a nearby slum, but most have been released since then.

The BBC’s Alex Last reports that local leaders and oil companies are concerned that this new tough policy will increase tensions in the region.
