Hawaii Governor Linda Lingle wrote a letter to Republicans in the U.S. Senate urging passage of the controversial Native Hawaiian Government Reorganization Act (S. 147), commonly known as the Akaka Bill after Sen. Daniel Akaka (D-Hawaii), its main proponent.

In a letter dated May 15, 2006 addressed to Senate Majority Leader Bill Frist, Lingle cited a recent report by the U.S. Civil Rights Commission that urged defeat of the measure on the grounds that it is racially based, calling it a “misguided action” and saying that it was based on a “grossly flawed understanding of the history of Hawaii and of the law itself.”

Lingle cited the fact that Native Hawaiians were governed by their own leaders prior to Western contact, and that the U.S. itself recognized Hawaii as a sovereign nation and entered into treaties with it as far back as 1826. After the overthrow of the monarchy and Hawaii’s subsequent annexation in 1900, the government of the former kingdom was “subordinated to the federal government,” Lingle said, asserting that Native Hawaiians’ relationship to the U.S. has been political in nature rather than purely racial. She claims that this relationship was not adequately reflected in the Civil Rights Commission’s report.

Opponents of the Akaka Bill have disputed the accuracy of Lingle’s claims, as well as those of her Attorney General, Mark J. Bennett. They point out that throughout the Hawaiian Kingdom period, through the annexation of Hawaii and into statehood, no racial group in Hawaii ever had an exclusive government for their race alone, and that the Akaka Bill specifically creates a new government based on race, not on politics.

Attached to her letter was a three-page summary written by Hawaii Attorney General Mark Bennett, outlining the state government’s criticisms of the CRC’s report. Bennett said that the report reflected “a complete lack of understanding of this country’s longstanding practice of dealing specially with its native peoples.” Bennett also cited congressional precedent in legislation that compares the situation of Native Hawaiians to that of Native Americans. Bennett sums up the criticism by saying that there is “simply no legal or moral distinction between Native Hawaiians and American Indians or Alaska Natives, that would justify denying Native Hawaiians the same treatment other Native American groups in this country currently enjoy.”

According to the Civil Rights Commission’s report, a panel of experts briefed the commission on January 20, 2006; and public comment was solicited until March 21, 2006. The Commission noted that most of the comments received were in opposition to the legislation, and that while the supporters “took great pains to analogize the situation of Native Hawaiians with those of Native Americans,” many of the opponents argued, “in very personal terms, that the proposed legislation would be inconsistent with basic American principles of equality, traditional Hawaiian values, and their own personal ethics.”

In the end, the Commission recommended against passage of S. 147 as reported out of committee or any similar bill that “would discriminate on the basis of race or national origin and further subdivide the American people into discrete subgroups accorded varying degrees of privilege.”

Two of the seven commission members reportedly rejected the conclusion and are expected to file formal dissents.

Frist had pledged to file a cloture motion before the Senate to bring the measure to a vote when the body returns from May recess. Should 60 of the 100 senators approve the cloture motion, a vote would occur after a maximum of 30 hours of debate. The bill, if approved by the Senate, would still need to pass the House by the end of the year.

The Zimbabwean government has allocated US$10 million worth of funds for the relocation of thousands of families living near the Chiadzwa diamond fields in the Manicaland province.

Murisi Zwizwai, the Deputy Mines Minister, said that the funds would be used to build houses for the residents in the area, and for developments in . “I can confirm that US$10 million has been set aside for the relocation. The relocation may take place after they have harvested their crops,” he said in an interview, as quoted by the New Zimbabwe news agency.

Zwizwai also added that “the money would be used to build new houses, clinics among others.” According to him, the residents would not be relocated until the 2009–10 agricultural season.

In a 100-day plan, the Zimbabwean coalition government noted that diamonds in the area might be a large source of funds and finance for the country, and could help revive the economy.

Some of the notable pieces from the gold and silver hoard which was found in a private field in Staffordshire, England by a metal-detector user have been put on display in the British Museum in the city of London.

Approximately 1,500 pieces were found in July of this year; the discovery was reported by news sources in September. The value of the hoard itself is still being checked. 18 of the pieces have now gone on display in the museum in London, England, and can be seen by members of the public.

Fred Johnson, who is the owner of the land in which the hoard was found, said: “It’s been an incredible experience. I’m overwhelmed by it all. They say this will change the history books; it’s a strange thought that came from something lying in my field all this time. I’m trying to keep a level head about it. I’m trying not to think at all about the value of it.” Johnson will share the sum of the value of the hoard with Terry Herbert, who found the pieces. The hoard is believed to date back to the 7th century.

“People laugh at metal detectorists,” Herbert said in late September. “I’ve had people go past and go ‘beep beep, he’s after pennies’. Well no, we are out there to find this kind of stuff and it is out there.”

Michael Lewis is the deputy head of the Department of Portable Antiquities in the British Museum. Speaking to BBC News about this event, he said: “The view is that it was probably in some sort of container but that has not survived and it was deliberately hoarded, put into the ground, what is unclear is why, and I suppose what we find is they would have been objects that had been stripped from the enemies’ weapons.

“What is interesting about the hoard as a whole is all the objects are associated with war to some or a greater extent. What the hoard consists of is mainly gold objects, there are some silver ones, basically they have been stripped from whatever they were on for instance sword fittings. What it demonstrates is that the Anglo-Saxons as a people were very able to do amazing things with objects and I reckon people nowadays attempting to make these objects would have great difficulty in doing so.”

With the announcement Monday of €2 million in new funding from the European Union (EU), the Republic of Djibouti’s Ministry of Agriculture hopes to provide some relief to an estimated 25,000 rural inhabitants suffering through severe drought conditions. The money, to be channeled through UNICEF for its water and sanitation program, will be used to develop new wells and improve existing ones.

UNICEF is to contribute a further €60,000, as well as technical expertise to the Ministry of Agriculture, who will carry out the bulk of the work.

“The two-year water supply project targeting rural districts is very significant since people living in 45 villages and their 40,000 heads of cattle will have access to clean drinking water,” said Joaquin Gonzalez, EU Representative in Djibouti.

At the same time, the UN aid agency World Food Program (WFP) indicated that it is working with the Ministry of Agriculture and UNICEF to gradually shift Djibouti’s reliance on emergency aid to a Food for Work program, which it hopes will assist nomadic herders in Djibouti with long-term sustainability. “What we are trying to do together with the Ministry of Agriculture and UNICEF is, for example to dig wells so that despite drought, these herders will be able to irrigate their fields,” said Simon Pluess, WFP spokesman. “And, together with the UN Food and Agriculture Organization, we will try and promote vegetable gardens.”

Djibouti has survived harsh drought conditions for the past 5 years. Groundwater is the primary source of water for drinking and irrigation, but has been difficult to exploit and is often contaminated. Almost 50 percent of people in rural Djibouti do not have ready access to properly developed source of drinking water. And, due to the ongoing drought, water availability for livestock is limited. Livestock have shown signs of distress and, subsequently, milk production is down substantially.

Nearly half of all families in Djibouti’s northwest were forced to migrate to find pasture for their livestock. As the droughts continue, the importance of properly maintained wells has become apparent. “Life is harder and harder for us. Years ago there were more rains and also more pastureland for cattle. Now it is good for us to have functioning wells so that we can keep cattle here,” said Anou Amada, farmer in the village of Andoli.

A 2006 survey indicated that only 15 percent of wells in Djibouti were equipped with a protective concrete wall to prevent contamination. Andoli’s well is one of many undergoing repair through WFP’s Food for Work project.

“WFP couldn’t do this alone, so we work with the Ministry of Agriculture and UNICEF to dig wells and the UN Food and Agriculture Organization for vegetable gardens,” said Benoit Thiry, Director, WFP in Djibouti.

When the project is completed in 2008, it will have increased Djibouti’s water pump capacity by adding 25 solar-power pumps, which would compliment the current 61 diesel-powered pumps. “The advantage of solar…is that it is much cheaper and requires less maintenance,” said Omar Habib, UNICEF communication specialist. “We want the people to participate and to appropriate these pumping stations. The government’s role in the long term should be as restricted as possible,” he added.

Bindeez beads, a children’s toy from Australia and manufactured by Moose Enterprise in Hong Kong, is being pulled off toy store shelves in the United Kingdom after traces of an illegal drug, which is converted into gamma-Hydroxybutyric acid (GHB) when ingested, was found inside the toy. At least 20 million toys are affected.

So far at least three children from the U.K. and at least two from Auckland, New Zealand have fallen seriously ill and are currently receiving medical attention. The toy is also sold in the United States as Aqua Dots, with two reports received by the U.S. Consumer Product Safety Commission (CPSC) of children needing hospitalization after ingesting the beads.

“We’ve asked all our customers to take them off the shelf while we retest everything to make sure the toys comply with all regulations,” said the company in a statement, although no mandatory recall has been issued for the product. The statement also says that the plant in Hong Kong was not using a chemical mixture approved by the company.

“This substitution was not at any time approved by Moose nor was Moose made aware of any substitution by the supplier,” added the statement.

The toys were supposed to contain a non-toxic chemical known as 1,5-pentanediol, but instead 1,4-butanediol, which is mainly used in creating the illegal drug GHB, was used in the toys. When humans consume 1,4-butanediol, the body converts it into GHB and could make the individual seriously ill, causing headaches, seizures, dizziness and in some cases death. GHB is a natural chemical found in a variety of things such as beef, wine and some varieties of citrus fruits. It is also used as a pharmaceutical which is sold as Xyrem.

Recent animal research indicates that drugs are available for human use which may work as antidotes to the poison, either by hindering its conversion to GHB with 4-methylpyrazole (fomepizole, Antizol) or by blocking GHB’s effectiveness at the receptor (SCH 50911). Rodent testing has found the lethal dose of 1,4-butanediol to range from 1.4 to 2.5 grams per kilogram body weight, but an antidote can increase the lethal dose by a factor of 10.

It is not known how the chemicals got mixed up, but officials for the toy company say that they are continuing the investigation. The toy is currently banned in all of Australia, but the company says all those who bought it will be refunded their money.

“The issue of how a dangerous substance was used in these beads and not the non-toxic substance … that is going to take us a few more days to uncover,” said Australia’s Fair Trade Minister, Linda Burney in a statement to the press.

The toy was recently named Australia’s number one toy for 2007.

In a continuing crackdown on tax evasion, the Canada Revenue Agency (CRA) has alleged that brokers with a branch of RBC Dominion Securities, Canada’s largest brokerage company, helped clients set up accounts in the small European principality of Liechtenstein in order to avoid taxation on their wealth.

In affadavits submitted by the CRA, brokers with an RBC Dominion Securities office in Victoria, British Columbia, allegedly helped clients set up 16 offshore entities with a division of the LGT Group in Liechtenstein. While that is not a crime under Canadian law, auditors allege that the entities were used to help Canadians hide worldwide income. Thirteen individuals are either being audited or have made voluntary disclosures, admitting to tax evasion. The agency is presently investigating to see if there are any other individuals participating in this scheme. Regarding the inquiry, dubbed “Project Jade”, the CRA will only say that it was launched on information from a “confidential informant”.

RBC issued a written statement, saying “As a firm, we have never encouraged Canadians — not 25 years ago and not today — to set up entities in Liechtenstein, and we have never instructed our investment advisers to recommend that practice,” and “we comply with all CRA requirements. This means that we provide all our clients with the forms they need to meet their personal tax obligations, and also file reports with CRA that form the basis for reviews such as this.”

Three RBC employees are presently being investigated, with one remaining unidentified.

On Tuesday, Catalonian football club FC Barcelona announced signing of Spanish striker Paco Alcácer from Valencia C.F. for €30 million. Barcelona is obliged to pay €2 million as add-ons for the 23-year-old striker. Barcelona forward Munir El Haddadi was loaned to Valencia with an option to buy the player for €12 million.

Making hood professional debut in the 2010–2011 season, Paco Alcácer has played 146 domestic matches. He has scored 43 goals for Valencia in all competitions. Alcácer was loaned to Madrid based club Getafe CF for a season where he scored four goals.

Alcácer made his international debut under Vicente del Bosque in 2014 and has scored six goals. After passing hood medicals and signing a five-year contract, Alcácer said, “when I found out about the offer from FC Barcelona I asked the club to listen to it, as it was my decision to take a step forward in my career” ^{((es))Spanish language: ?cuando conocí la oferta del FC Barcelona, le pedí al club que la escuchara, ya que era mi decisión dar un paso adelante en mi carrera}.

Munir graduated from Barça ‘s youth academy La Masia and made his professional debut playing a La Liga match at the age of eighteen. He also made his international debut under del Bosque’s management. Munir has played 45 matches for the Catalonians scoring ten goals. Valencia said Munir’s signing was “an important reinforcement for the frontline” of their team.

Paco Alcácer’s presentaton was to be postponed while he completed duties with the international team.

Munir has been allocated the number 9 jersey at Valencia. Barcelona has set the buy-out clause of Paco Alcácer at €100 million; he is Luis Enrique’s sixth signing this season. Previously, Barcelona signed Dutch goalkeeper Jasper Cillessen from Amsterdam-based club AFC Ajax.

UK Prime Minister Theresa May and opposition leader Jeremy Corbyn both spoke at the annual Confederation of British Industry conference today, talking about Britain after its planned ‘Brexit’ from the European Union, and future plans for business.

May formally announced plans to cut corporation tax from 20%, without giving details, in order to discourage businesses from leaving the UK post-Brexit. Corbyn said in his speech he believes investment by the government on things such as infrastructure improvements is shared ground between Labour and businesses but “businesses will need to contribute” meaning “some increase in corporation tax” under his administration.

Theresa May also toned down plans to put ordinary workers on corporate boards, a campaign promise from running to become leader of the ruling Conservative Party. She said she is working to create a “model that works for everyone” after consulting firms and the general public, with possible plans including panels or advisory committees. The General Secretary of the Trades Union Congress responded by saying “Theresa May made a clear promise to have workers represented on company boards […] This is not the way to show that you want to govern for ordinary working people.” Jeremy Corbyn also criticised this announcement saying “we need to see genuine employee representation at board level, which the prime minister promised, but I see is already backing away from.”

Theresa May also announced she wishes to spend £2Bn annually in research and development, as well as plans to start a small business research initiative to look into helping innovators get ahead. Jeremy Corbyn however said he plans to spend 3% of the UK’s GDP on R&D, significantly more than specified by May.

Jeremy Corbyn’s plans for the UK’s economy focussed on investment. Speaking at the conference he said “First and foremost, a Labour government will prioritise investing in our economy.” As well as the investment in research, Corbyn also promised funds for areas including house building and infrastructure. This would be controlled by the proposed “National Investment Bank”. Corbyn said “Our National Investment Bank will deliver long term strategic investment in our under-powered infrastructure and provide the patient finance that our businesses need across the country.”

May told the conference she would not give “a running commentary on every twist and turn” of the Brexit negotiations. This comes after allegation in the press that she she has no plan to keep under wraps, a claim that has been backed up by an alleged leaked internal government memo that talks about a “lack of overall negotiation strategy” within government.

Up to 31 women are suing Northumbria Police—which covers northeast England—over abuse they claim to have received from Police Constable Stephen Mitchell. Mitchell was this week convicted of two rapes, three indecent assaults, and six counts of misconduct in a public office against seven separate victims. They were among sixteen, all female, who testified at his five-week trial, which also saw acquittals over three rapes, three indecent assaults, and nine misconduct charges.

One woman, whose complaint against Mitchell triggered the three-year probe that convicted him, says she has decided to sue because he was cleared of raping her. She alleges rape, sexual assault, false imprisonment, and a breach of human rights, claiming the policeman raped her at Pigrim Street’s police station in 2006, the culmination of four years using her as a sex slave. Now a mother-of-four and a PhD student, she “do[es] not accept the not guilty verdict. I want justice and I will prove his guilt.” It is alleged he tracked her on the police database.

Mitchell claimed at trial the alleged victims were all liars, involved in a joint conspiracy to frame him and driven by a single woman. He described her motivation as “self-preservation” but refused to elaborate on this in open court.

It has since emerged that Mitchell was considered emotionless by other officers during the probe, earning the nickname ‘PC Cucumber’. “We are making claims for damages for sexual assault, false imprisonment and breach of human rights,” said Lindsey Houghton of lawyers Irwin Mitchell. “Mitchell was in a position of trust and authority. He abused that position, taking advantage of vulnerable young women in the most horrific way… we hope to be able to provide our clients with some comfort as they try to get their lives back.” As well as the sixteen in court, fourteen more were willing to give evidence against him.

Inquiry leader Detective Chief Inspector Chris Sharman said he had “never seen anything like it in interviews. He showed no emotion whatsoever.” Sharman was accused at trial by Mitchell’s defence lawyer of offering the rapist a chance to resign in exchange for dropping the case, citing a secret recording between the two. The prosecution disputed this assessment of their conversation. An unnamed colleague who knew Mitchell said “It does not get any worse than being a police officer with a rape conviction in prison, but he never flinched.”

Glasgow-born Mitchell’s convictions cover 1999 through 2004. He previously served in the Army, as which time he appeared before court in Scotland over sex charges, but was cleared in 1997 before Edinburgh High Court; he lied about this on his police application.

The Mirror reports the total claimed to be in the region of millions of pounds.
