The United States Senate has cut short their summer recess and has arrived in Washington to approve a $10.5 billion aid bill to victims of Katrina as requested by President George W. Bush.The United States House of Representatives is expected to pass a similar bill later today.

Bush has told Congress he will ask for more funds in the coming weeks. Most of the money will go to the Federal Emergency Management Agency and the rest will go to the Pentagon which is dispatching ships to the area.

Bush has also asked his father, former President George H.W. Bush and former President Bill Clinton to help raise private funds for relief like they did for the December 2004 tsunami in Asia.

Over two dozen nations, some with assets in the area, have offered aid to the city of New Orleans, but President George W. Bush has refused any aid from foreign nations which does not take the form of cash.

Toyota poised to recall 270,000 Prius vehicles

Japan’s Nikkei newspaper reported that Toyota is poised to recall 270 thousand gas-and-electric Prius vehicles (model ZVW30) sold in the US and Japan between May and December 2009, due to a flaw in the car’s anti-lock braking system.

Takayuki Fujimoto, a transport ministry official, said the government has yet to receive a recall notice from Toyota. “Nothing has been decided on whether we will recall or not”, he stated. Toyota cannot announce a recall in Japan until it notifies the ministry, but said it was currently discussing how to deal with the issue with Japan’s transport ministry and U.S. safety authorities.

Toyota has faced a US lawsuit alleging it covered up safety problems. The U.S. National Highway Traffic Safety Administration launched a formal investigation into the braking problems on Thursday after 124 complaints from consumers.

Since May 2009, two hundred thousand new Prius cars (model ZVW30) have been sold in Japan and another 103,200 in the United States.

Northrop Grumman and Airbus parent company European Aeronautic Defence and Space Company EADS N.V. (EADS) have unexpectedly defeated Boeing for a US$40 billion (GB£20.1 billion) contract to supply the United States Air Force (USAF) with 179 new aerial refueling tankers at a rate of 15 a year.

It is the biggest contract of its kind since the Joint Strike Fighter program. That contract was fought for between Boeing and Lockheed Martin, Lockheed ultimately winning the contest.

JSA Research defence analysist Paul Nesbit said that Maintenance, Repair and Overhaul (MRO) operations across the aircraft’s fifty-year service life could push the value of the contract as high as US$100 billion. Northrop Grumman CEO Ron Sugar said in an interview “Everyone told us we were crazy, that we had no chance. But we took a big swing and in this case, we hit a home run.”

USAF officials said that the contract had been awarded based on competence, track record and competitive pricing, with UBS analyst David Strauss saying “The key decision was the amount of fuel the bigger plane could carry. In the armed services, you can never have too much gas in the air.” USAF also denied that creating jobs in the US was a factor; job supply had been the reason Boeing were expected to win, with the airframer promising 44,000 new positions at 300 suppliers in 40 states.

The Northrop Grumman KC-45 tankers – more often known as KC-30s – are based on the Airbus A330 MRTT. The first four aircraft will be assembled at the main Airbus factory in Toulouse, France but by 2010-11 production of the remainder will be carried out at a facility in Mobile, Alabama. This is thought likely to create 1,500 to 2,000 jobs and support 25,000 others. 60% of the parts will be supplied by domestic manufacturers. EADS had previously announced plans to shift much production to the US due to the current weakness of the dollar.

General Arthur Lichte, head of USAF’s Mobility Command, said it is hoped the first aircraft can be tested in 2010 and in operation three years afterwards. USAF’s chief of staff General Duncan McNab stated “The tanker is the number-one procurement priority for us right now. It is the first step in our critical commitment to recapitalize our aging fleet to move, supply, and position assets anywhere.”

At a time when our economy is hurting, this is a blow not only to our state, but more than 40 states across the country who would help build this national plane.

There is still a possibility of Boeing challenging the decision; Boeing themselves were successfuly challenged by Lockheed and Sikorsky in 2006 over a US$10 billion contract to supply search and rescue helicopters to the Pentagon. A statement by Boeing given by Boeing spokesman William Barksdale said “Obviously we are very disappointed… Once we have reviewed the details behind the award, we will make a decision concerning our possible options.”

Washington senator Patty Murray, who hails from the same state where Boeing bases their commercial airliner operations, said in a critical statement “We are shocked that the Air Force tapped a European company and its foreign workers to provide a tanker to our American military. At a time when our economy is hurting, this decision to outsource our tankers is a blow to the American aerospace industry, American workers and America’s military.”

Washington representative Norm Dicks said he too was “shocked”, releasing a statement saying “This decision is even more disappointing because the Air Force had previously favored the Boeing 767 tanker and we were prepared to move forward with the production of 100 tankers in 2003, before the process was halted due to the Boeing scandal. I regret that it has taken so long to respond to what was—and is—an urgent need to replace these older aircraft. And even more regrettable is the decision to award the contract to Airbus, which has consistently used unfair European government subsidies to take jobs away from American aircraft workers.”

Kansas senator Sam Brownback said “It’s stunning to me that we would outsource the production of these airplanes to Europe instead of building them in America. I’ll be calling upon the Secretary of Defense for a full debriefing and expect there will be a protest of the award by Boeing.” Todd Tiahrt, a Kansas representative, said “We should have an American tanker built by an American company with American workers. I cannot believe we would create French jobs in place of Kansas jobs.”

A group of Washington politicians released a joint statement saying “We will be asking tough questions about the decision to outsource this contract… At a time when our economy is hurting, this is a blow not only to our state, but more than 40 states across the country who would help build this national plane.”

Alabama Governor Bob Riley said “To say this is a great day for Alabama is a monumental understatement. This will go down in history as one of our greatest days.” Ralph Crosby, EADS’s North America CEO and ex Northrop executive commented the business has “committed our full resources to support this vital program for our prime contractor, Northrop Grumman, the Air Force, and the war fighters that this system will serve for decades to come. We already have begun the work necessary to expand our U.S. industrial footprint in support of this important program.”

EADS chief executive Louis Gallois commented “This major selection is a win-win for our customers, for allied industrial cooperation and for EADS. It signals a quantum-leap forward in our commitment to the US defence customer, reflects and supports our global strategy to increase EADS’s industrial presence in key markets and our goal to balance the company’s defence and commercial portfolios.” General Arthur Lichte said “This will be an American tanker, flown by American airmen with an American flag on its tail and, every day, it will be saving American lives.

Boeing had initially agreed to lease 100 tankers, but in 2003 a scandal erupted when it emerged that Boeing executive Michael M. Sears arranged a job for USAF official Darleen Druyun while negotiations were still underway. Both served jail sentences for corruption charges and a competition was opened up to award a new contract.

A small aircraft struck an apartment building in New York this afternoon, killing the pilot and a flight instructor. Cory Lidle, a pitcher for the New York Yankees baseball team, was the registered owner of the aircraft and is believed to have been piloting it; his passport was found on the scene. The flight instructor was Tyler Stanger.

The plane, a Cirrus SR20 with registration number N929CD, hit the 26th floor of the Belaire Condominium, a 50 story brick luxury residential building on the Upper East Side at 524 East 72nd Street at York Avenue near the East River in Manhattan, New York City, of which the first 20 floors are a hospital. An eyewitness, present half a block from the building, reported that the plane hit the building, creating an enormous fireball, broke in two and crashed down onto on the street below. Authorities received a 911 call reporting a crash at 2:42 p.m. Eastern time.

New York City mayor Michael Bloomberg gave a press conference at approximately 5:20 p.m. Eastern time to report that the plane was occupied by a flight instructor and a student pilot, but as next-of-kin had not been able to be notified, the identities of the two people on the plane would not be released at this time.

Apartments were seen to be engulfed in flames. The FBI has stated that it was not an intentional attack. The New York area was grey and overcast during the time at crash; however, visibility was not hampered.

After an hour and a half, the fire was extinguished by the FDNY. According to CNN Television ten people have been injured, six of them firefighters. The New York Times, however, reports that eleven firefighters have been injured.

Initial reports suggested that a helicopter was involved, but the FAA has stated that it was a fixed-wing aircraft. CNN Television reported that it was a single-engine fixed-wing plane which left Teterboro Airport, a busy General Aviation airport in New Jersey, circled the Statue of Liberty was tracked on radar until it was lost near the 59th Street Bridge, that the plane may have been having fuel problems or fuel pump problems, and that it was “a pilot in distress.”

Wallace Sines, a source for CNN stated he believes the plane was a Cirrus SR-20 with an installed parachute, which did not deploy. The whole-plane parachute system may have saved the lives of the aircraft occupants had it been safely deployed clear of buildings, but the system is not designed to prevent the trauma associated with a plane impacting a builing. The Cirrus SR-20 was introduced in 2001 and the Cirrus line of 4-seater aircraft has since become one of the most purchased single engine aircraft in the world. The SR-20 does not normally carry an airline-style flight-data recorder, but some are equipped with GPS equipment which logs flight direction, speed and altitude.

The aircraft was owned by baseball player Cory Lidle. He was on board reported by AP. Lidle was killed, according to reports. CNN Television reported that the FBI stated he was at the controls as the only occupant of the plane, and that his passport was found on the ground below the accident.

A little over an hour and a half after the crash, the fire was extinguished after 39 fire units and over 100 fire fighters responded.

The White House has said that there has been no change in the terror threat alert level and that President Bush is being updated constantly.

La Guardia airport was temporarily restricted to no take offs from other airports, however by 4:10 Eastern Time, CNN Television reported that all New York-area airports were open.

CNN Television announced at 3:50 p.m. Eastern Time that as of a few minutes earlier, NORAD is putting fighter aircraft on patrol over certain major American cities as a precautionary measure similar to the actions taken after the 9/11 attacks as a “just in case” measure. It also reported that tomorrow is the 6th anniversary of the attack on the USS Cole in Aden, Yemen.

Moments after the crash, there was a drop in the New York Stock Exchange, however it quickly returned to normal after it was reported that the crash was an accident.

The New York Yankees organization confirmed the plane is registered to Cory Lidle of the New York Yankees, who was planning to fly from New York to Florida, and that some unnamed member of the Yankees organization was on the plane.

One eye-witness interviewed by the BBC stated: “I was wondering why the plane was doing acrobatics and then the next thing I knew was that it had crashed into the building.”She also added that the plane was a small, white, 4-seater winged aircraft and not a helicopter as many news agencies were reporting it to be.

CNN Television broadcast reports from eyewitnesses who reported:

  • A pilot who saw the impact stated, “It looked like a pilot who was desperately trying to get to an airport.”
  • Another eyewitness who saw the event from the Brooklyn-Queens Expressway, also referred to the incident as appearing as if the plane was “desperately trying to get to LaGuardia” and that as to whether he “clipped” the building, or struck it directly, that “he hit it dead on.”
  • “I heard a buzzing noise and then an explosion which looked like a mushroom cloud.”

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

Alex Tew, a student in England, has almost reached his target of one million dollars on his website: Million Dollar Homepage. He came up with the idea after jotting down ideas before he went to bed on how to become a millionaire before he went to university. Then he came up with the million-dollar idea: selling pixels at USD $1 each on a web page. Alex currently believes he can make his goal by the end of 31st December, 2005.

Advertising companies especially appreciate the website, as they wish to “make Internet history” on the Million Dollar Homepage. In fact as of writing, he has already made USD $999,000. The student says advertisers get to keep their ads for a period of five years from purchase and he says he will use the money he has made to guarantee it. Alex has said he has already got numerous job offers from companies aiming to secure his money making talent.

Tew is undergoing a business management course at Nottingham and needed GBP £7000 a year to complete his studies. He is understandably overwhelmed by the success he has achieved: “It’s just nuts. I’m in a state of disbelief. It’s like Monopoly money but then I look at my bank account and there’s a lot of cash in it.” The British National Union of Students claim that 90% of students are in debt. However, what only worries him is how he’s going to spend his money. He has already spent some of his money on a car for himself, as he thinks of what to do with his new fortune.

His website’s method is simple; his website is made up of one page divided into 10,000 boxes, each 100 pixels in size. Companies can buy one or more boxes for USD $100 each and cover it with a logo, which, when clicked on, transports web users to the customers’ own site.The figures add up with the site now carrying over 240 advertisements and has 30,000 hits a day. Even the actor Jack Black, star of “School of Rock” and “Shallow Hal“, is using the site to advertise his band Tenacious D.

Earlier this month, over 150 delegates from cultural institutions, government and the online community gathered at the Australian War Memorial in Canberra over one and a half days for the first GLAM-WIKI conference. The conference brought together representatives from the GLAM sector, comprising galleries, libraries, archives and museums, politicians, and members of the Wikimedia community (who edit the online encyclopedia Wikipedia and its sister sites), to enter into a dialogue regarding ways the three areas can work collaboratively to preserve and promote cultural collections online.

Highlights from the conference included keynote speeches by Wikimedia Foundation Chief Program Officer Jennifer Riggs and Senator Kate Lundy, as well as a panel discussion on the political pressures involved in improving and disseminating GLAM organisations’ online collections featuring Senator Lundy as well as Senator Scott Ludlam, ACT Legislative Assembly shadow minister Alistair Coe, Government 2.0 Taskforce member Seb Chan, Adjunct Director to the Digital Library of the National Library of New Zealand Paul Reynolds and Kylie Johnson, the New Media Advisor for the Department of the Environment, Water, Heritage and the Arts. Sessions focused on ways the Wikimedia and GLAM communities could better work together to further their missions of preserving, curating and sharing cultural knowledge, with streams examining the topics of legal and technical barriers, and the impact on business and education.

Two case studies were presented at the conference, the first being the Powerhouse Museum’s experimental release of some of their photographic collection to Flickr Commons, and the second the collaboration between the German Wikimedia chapter and German Federal Archives to release their collection to Wikimedia Commons. While these and other projects were examined as successful forays into open content, the recent legal action between the United Kingdom’s National Portrait Gallery and a Wikimedian was raised in most sessions as an example of such efforts having negative consequences.

Delegates at the conference engaged in heated discussion both on- and offline, with the #GLAM-WIKI tag on Twitter generating over 500 tweets during the course of the first day. Overall, feedback from participants was strongly positive over both the event and its plans for the future.

Liam Wyatt, the Vice President of the Australian Wikimedia Chapter and organiser of the event, was impressed by the turnout. According to Wyatt, “at 170 registrations it is one of the largest Wikimedia events ever, after [international Wikimedia conference] Wikimania, and to be able to offer that for no attendance fee is testament to the support we received from our partners – most especially the WMF … There are many proposals and discussions that are now starting up as a result of the event and, rightly, these may take quite some time to bear fruit. However, what I think we have achieved immediately is to take the heat out of the debate between the cultural sector and the Wikimedia community.”

Jennifer Riggs was similarly impressed by the dialogue that came as a result of the conference. “It’s gone terrifically, really. People have had the opportunity to be really frank about the concerns that they have.”
